This handbook provides the conceptual foundation for Texas Extension programming. It is for professional personnel in the Texas Agricultural Extension Service who work with local people to develop Extension's educational program. It serves to:

Procedures and other operational requirements are included in separate bulletins and administrative guidelines that may be issued from time to time. See footnotes for resources related to the specific phases of program development and organizational support, particularly with regard to performance expectations.

This publication replaces previous editions of program development handbooks released by the Texas Agricultural Extension Service:

Program Development, Extension's Process for Planning, Implementing and Evaluating Educational Programming, 1990; Program Building for the 80's, 1982; Program Building Handbook, 1971 and 1965; County Program Building Handbook, 1958, 1956; and Building the County Program, 1954.
